Carleton University - Winter 2017 intake

Hi Guys, I applied for PhD in Sociology to Carleton. My Status has changed to "recommended for assessment" since February 16. Any hope?

I received an offer of admission for MASc in Aerospace Engineering for fall 2018.

In the offer letter, the estimated first-year tuition (fall-winter only) is shown $15,964 - $19,404 CAD and it is also stated that students may be required to register in the summer term and will be subject to the appropriate tuition fee for that term.

I just need to know if the total tuition for one year is $15,964 - $19,404 CAD. Do I have to register for the summer term and pay additional 9000CAD?
I emailed graduate studies asking if I have to register for the summer term and pay additional 9000 CAD but they didn't give a clear answer.
