Does anyone know when they count an application in the quota. Is it as soon as they receive the application or after the payment is charged. Thanks.

Yes please as your application is on the way.
Think of alternative NOC you can fit into and re-submit
your application asap.

They will look at it and assign you a UCI #.
After this initial screening since it is not within the 1000
qualified applications,it will be returned.
If you wish to apply again,you have to use the UCI # given
to you.

Update on CIC activities
Currently,CIC is working on completeness checks on August applications
and charging & PER issuing on the previous months.
This could be one of the reasons we are not getting update for now.
They are clearing heap of applications received.

Can I please explain my situation to you. Please let me know what is possible. I intially applied on May 5th. My application got returned due to incompleteness. I didn't attach my college degree. I reapplied with the UIC and the application reached on August 10th. Thanks.

I see NOC 2174 is already capped, so better to apply for alternate NOC which is coldest among comp engineers and as a plan b keep your things ready for EE 2015
