Cap numbers prediction for Auguest 2014

Hello All,
I will get my eligibility to apply in August . I will be applying in August last week.but looking at the cap numbers now , I am rethinking my decision whether to apply it for this year or wait for Nov 2014 for the coming year cap.The reason for my worry is , Validity of PCC. if i apply for PCC for my family in june-july to attach it along with Aug application and then the cap fills out , I ll have to wait till Nov, by which PCC will loose its validity and at some point the visa office will ask me for a new one.
Could anyone please advise me as to what to do ?

Apply as soon as you become eligible. If you have to apply without sending the PCC, make sure to apply for a new PCC right away
and submit it as soon as you get it.
As for the number of applications received by the CIO until August, right now it's about 1,300 applications per months.
So you can do the math yourself.

what will be the address to send the PCC after the application has been submitted.
What other documents have to be submitted along with the PCC ..i mean a reference letter etc ?
Also , I was reading through other posts , which say that the cap will be reset to 8,000 starting this May.That will be a relief. Nevertheless as you suggested , Its better to send the application asap even without getting the PCC.

As I already mentioned in my last post, the PCC is not required to be send with your application package.
So yes, I would go ahead and apply as soon as possible - then submit the PCC whenever I receive it.

For one to send the PCC after the application has been forwarded , does one have to wait for a PCC request from the Visa officer , does one have to wait till AOR number is received ? or can one send it right away?

You need to wait for the AOR before you can submit additional documents.
