Can't find how to apply online for SOWP!

Hello all,

My partner and I are in Canada. I have a PGWP, and she has a Study Permit. I'm trying to get her a Spouse Open Work Permit.
- Who should apply for it on cic? Me or her?
- We went through the questionnaire on her cic account, and it won't get us to the SOWP application. She's a student, and we applied for Express Entry together. The online form keeps directing us to TRV

So she can only get to the Open Work Permit application is she says she's a "Visitor". Once she puts "Student", it won't let her get to the Open Work Permit application. Did anyone face similar issues? What did you do in that case?
