Cannot obtain police certificate..PLEASE HELP

My mom is sponsoring my dad. They asked for a police certificate from a country my dad stayed in for less than a year over 38 years ago...there is no way we can get a police certificate from there. Any similar cases? What can we do?

What country is that? seems odd to me they would ask for that if it has been longer than 10 years since he lived there

Turkey. Not sure what to do as he does not have a foreign ID there given that borders were open bk then
