- UCI : 9717-2329 ( as shown on the confirmation of permanent residence issued 2019/01/08).

1) He will not be able to spend 6 months/year anymore in Quebec. Therefore he has to cancel the permanent residence. We will also inform Québec Immigration "MIDI" as well as Revenue Canada and the Minister of Finances in Quebec.

2) He still wants to visit his wife, family and friends and visit Canada in the future, 3 or 4 months at a time. Does he require a Visa for this kind of visits ?
If so, where does he apply ?

If im correct he has completed the mandatory 3 years continously stay required for permanent residence, so it shouldn't matter if he can't spend 6 months at a stretch.
Don't cancel the PR just yet. I will advice you attempt to apply for citizenship.
