We got a notice of approval, but my son's fiancee did not end up coming. Are we meant to notify the cic and withdraw the sponsorship? Would we get any fees back?

You can notify CIC, but you won't get fees back after they have approved. You can let the COPR expire too. Either way they will figure it out.

Yes, your son should notify IRCC that he is withdrawing the app. He should receive a refund for the $490 RPRF.

I thought I had read they could take the RPRF once they had issued a decision? My bad!

If the application is refused or withdrawn, IRCC is obligated to refund the RPRF.
