Yes, I moved to Canada in September 2013 on study permit. I had my work permit during all periods of work. Also, I only worked 20 hours per week when on study permit.

I may be overthinking his words in the letter, but he's looked at your application as a whole to get to that conclusion. Is there anything in your job letters that doesn't look authentic or missing information?

I don't think so. It's on the letter head with all the job duties and responsibilities mentioned. Signed by the manager. What more could he be possibly expecting?

It's hard to say really. The fact that you submitted T4s shows that the companies do exist in case he wasn't able to verify their existence though other means. Maybe the amounts mentioned in your T4s are too low for him to believe you worked the entire period. Paystubs would surely put the matter to bed.

As for the January 2014 date, mention that you were unemployed, because you got nothing else to do really.
 
Just dropping my 2 cent. It looks like the officer is not satisfied with all of your acquired canadian experience. Also you are pretty tight on your canadian experince, that sits around 25 months. Since you worked part time you will required minimum of 24 months of work experience if you worked 15 hrs. Also for T4 the officer can only get an estimation of your total worked hours with no way of knowing whether you worked less or more than 15 hrs in a given week. Your paystubs would easily provide a better picture.

My manager made contact with the payroll company and they said they are only able to provide 18 months of paystubs from today. I don't know what to do.

I totally understand. But the problem is I don't have paystubs.

You can send them and hope for the best. It will give him an idea of your working hours and verify your salary, etc. Try to get bank statements showing salary deposits like I suggested.

What about the other company?
 
I also thought of something you can add. If you made a request to HR or to your manager via email, put screenshots of that too.
I sent my manager texts. I'll just upload that. Get it signed from her. She was the one who emailed HR company.
