My Brazilian fiancee is re-applying for a Canadian tourist visa (He had one in 2010 but it's now expired). We plan on getting married this summer and then applying for PR. I'm going to write a letter for him to bring to the visa office but I'm wondering what I should put. I'm worried that if I say in the letter that we plan on getting married, he will be denied because they may think he will overstay. Should we say that he is going to come visit me so we can start making plans for our future?

Just wondering if anyone has been in the same situation and could provide some guidance. Thank you.

I believe since he once had a Tourist visa in the past, it will be better to just re-apply for same tourist visa or a visiting visa with a possibility/chances of getting approved. Then once he is with you then you guys can proceed with your plans of getting married, then apply for PR. Note: If your quot in your letter that you are or will be getting married then apply for PR , then VO handling the Application is likely to believe he will overstay so there is a chance that he refuse/denied the application based on grounds that he mean't or will not return to his current country of destination after the purpose of his trip.
