Canadian sponsoring American - several questions, please help!

Hello all,
I'm getting ready to submit all this ridiculously time consuming paperwork and have a few questions which I will attempt to be brief about:
I am canadian by birth, married my husband (american by birth) in Milwaukee 5 years ago and have lived here continuously since then. I am sponsoring him. We have a daughter, who I have a canadian citizenship certificate for, as she is Canadian by descent.
1. Do we list daughter on PR application form under details of family members? She is dependant on him (she's 2) but she is not part of the undertaking as she's a canadian citizen.
2. I do not work. Husband is breadwinner. Which form do I fill out, Sponsorship eval or financial eval? Do I write an explanation letter in lieu of these forms or in addition to one or both forms?
3. I have not filed taxes in Canada since 2004. I have neither lived nor worked there. Do I still need to provide them with an Option C? Will an explanation letter suffice?
4. Can I send photos scanned onto regular paper (very good quality) or do they need my actual photos?

the only question I know the answer to is #4. Yes, you can send paper printouts of scanned photos. I'm sure someone else can help you with the other three.

If you're the Canadian and he's coming to Canada on the basis of being married to you, you must agree to sponsor him. In the 3 years after he gets his PR, you assure the government that he will not go on "welfare" and that you will reimburse the government if he does. This is something that cannot be revoked, even if you were to split up before that ends and he were to move to the other end of the country.

So, you are the one who has to do the sponsorship and fill in that form.

If you haven't worked in Canada since 2004, you won't have an option C form to get. You'll need to write a letter and you should problaby explain what income you have had, of any.

To be a spousal sponsor, there is actually no minimum income level, but theoretically I suppose they could deny you if you have no savings and no possible way of fulfilling your sponsor responsibilities, should something go wrong.

If you're income depends on your husband's earnings, how is he going to continue to earn money in Canada? If you had some reassurance on that front, it might be helpful. If they somehow don't think you are a potential sponsor, your application would be rejected at the first stage and you'd get a efund of all but $75. I'm just not sure on exactly what formal grounds they could reject it.

So then, which form is it that I need to fill out? The sponsorship evaluation form or the financial evaluation form? I've got all the rest done, I know I'm sponsoring him, I'm just unsure which of the these two particular forms I need to fill out...
My husband is a master electrician with an informal job offer in B.C., so I'm hoping that an explanation of that fact will prove satisfactory. He's been supporting us here for 3 years.

I think I misunderstood the question. I'm in Quebec so I need to do provincial forms instead.

See http://www.cic.gc.ca/english/information/applications/guides/3900E7.asp scroll down to "Sponsorship Evaluation (IMM 5481)". Read that carefully. I think that unless your husband has grandchildren he is applying for, the 5481 is the right form.

"Financial evaluation for sponsorship" is "for persons whose sponsorship application includes a dependent child of a dependent child."
