There is no "basic" requirement for spouses. I have only heard of one case where a couple was refused because of lack of income and in that case, the husbands reported income was only $5000 a year (he may have been working under the table) and because his wife spoke almost no English, they did not think it likely that she would be getting a job soon after arriving in Canada.

Even students and housewives have been accepted as sponsors. Immigration just wants to know that you will not end up on welfare. If you show that you have at least some income and you have a habit of working as opposed to a habit of being unemployed, you should be fine.

Sure, if the sponsor is Canadian. If PR, that may change. CIC guides are not so clear about this either. It's up to CIC to decide, we don't know which way the wind will turn.

The only difference between a PR sponsor and a citizen sponsor is that a PR sponsor must be living in Canada during the processing and a citizen doesn't. It has nothing to do with income or anything like that.

CIC is clear on the income requirement if you are sponsoring someone other than your spouse or dependent child. In that case, they use the LICO table you can find here: http://www.cic.gc.ca/english/information/applications/guides/5196ETOC.asp#5196E9

Immigration manuals for family sponsorship clearly show that some sponsors are exempt from the income requirements:

Therefore, you are right that CIC is not clear on how much income you actually have to have to sponsor a spouse and children but there is no minimum and very few people are refused.

They should be able to figure it out. They might ask for it later though (an Option C or a letter explaining why you don't have one.)

CIC can technically delay the sponsorship if they think there is no net benefit to Canada. If rejected, the couple will win at the appeal. It just take longer. I would hope the government do put more weight to expedite those who can support themselves and their spouses. I believe CIC takes family reunion seriously but I don't believe they treat everyone the same. People from "friendly" countries will be treated more favourable (check processing time).

It states in the document checklist.. But
I can remember that I needed it to state, my income, hours and period of employment. Just double check though.
