Applied for passport today at Passport Office Kitchener (Regular Processing). They gave me a "Mail Out" date of April 26.

Problem with Passport Canada is they take ages to give you an appointment for regular applications, should they ever give you any.

Kitchener Passport Office doesn't need prior appointments (Unofficially). Most of the folks in the queue were not travelling within next 25 days. It took me an hour to get into the office because there were around 60 people ahead of me. Officer gave me the option to pickup but I declined. If you request pickup, they'll simply count 10 business days from today and will tell you to come on that date. In reality, passports get printed much earlier. So it's better to opt-in the mail-out option. I know many folks, who opted in mail-out option and got their passports in 5-6 business days.

Wow really! That's the first time I am hearing that. Does service canada also follow the same? Like mail out before 20 business days?

Well it is not same for every passport office. Some passport offices actually see proof of travel. Kitchener is not one of them.

No. Service Canada is just an agent. They verify docs and send your docs to local passport office in a batch. That’s where actual passport printing happens. Service Canada will always take more time.
