Canadian Master’s education - provisional certificate

Hi,
My Canadian masters is just about to get over next month and I will have sufficient points for a PR. Had a few questions in mind.
1. When can I claim points for my Canadian masters I.e. only after the provisional certificate is issued or a letter from my university stating that I have fulfilled master degree program requirement will also be sufficient??

2. How early can I apply for PR I.e. my course is going to end on 8th April. So can I apply early i.e. before 8th April and subsequently during the next 60 days after ITA, I will receive my provisional certificate which I can upload?? Or do they need provisional certificate issued before the ITA date??

You can apply for PR at any time. However you cannot claim points in your profile for having a Masters until you actually have a Masters. So no, you cannot claim points for having a Masters before April 8th.

So, Can we claim for masters once the last day of classes / exams is done or wait till we get official confirmation from University (Degree completion letter).
