Canadian living with wife outside of Canada wanting to visit Canada

Sorry for the long subject title. Anyway my question is this. My wife and I live in Mexico. She is Mexican and I'm Canadian. We have already applied for her permanent residency and it is in process. The question is what are the odds of her getting a trv while she already has a permanent visa app in process? She doesn't work here. I work and support us both. Will it be a big problem as cbsa may not find she has much of a tie to Mexico? Any opinions?

Yes.

If she doesn't have a strong tie to Mexico then she will be refused.

If you can't think of any way to strengthen it then the option is to meet outside of Canada.

It's not likely but you can try. With return tickets and proof that you are returning to Mexico as well, you may have a chance. If it is refused, it won't have any impact on the PR app.

That's what I thought. I guess we can try and see what happens. I just didn't want it to affect the permanent application that we have in process. Thanks for the help.
