no one can tell you exactly how long a person will get to land as it depends on either 1 year anniversary date of the medical exam or the passport validity date. there really isn't much consistency to how long applicants have because it's applicant specific. People usually get months to land, however there have been cases where people have received short windows for landing. it is impossible to say for sure until the approval paper is received.

as already mentioned above, if the person is not ready to move when approved, they can go to canada to do a "short landing", which means they land as a pr and return back to their home country to get everything in order to move permanently.
 
The date she has to land by will probably be one year from the date of her medical. Americans are often approved in 6 months or less. Note she can come up to Canada to 'land', meaning she becomes a PR, then go back to the USA to tie up anything she needs to, such as selling the house.
CIC wants to know that the Canadian will be returning to Canada to live with the applicant, so don't say in the application or at the border that you won't be moving until the house is sold.
I would assume for planning purposes that the applicant will get approved in 6 months, and that she will have up to a year from her medical to land. This may not be how it actually works out, but will give you an idea.

No, she cannot `move' to Canada until she lands as a PR of Canada.

It's very likely that she can `visit';) you in Canada, while she awaits completion of her application. Just make sure you both understand how Dual Intent is viewed when a person seeks entry into Canada:
