Canadian Express Class - eligibility

Hi All,

As far as I know, that:
CEC eligibility requires 1 year (12 months) of work experience with valid work permit, in the last 3 years from the date of application, as per CIC website.

However, in a different forum I see this in FAQ:

"
Q. I meet the requirements to apply under the Canadian Experience Class but have since returned to my home country. Am I eligible to apply under the Canadian Experience Class?

Yes, but you must apply within one year of leaving your job in Canada. If you left your job more than one year ago, your work experience is not recent and does not meet the requirement."

I could not find any official website stating the above condition. Can someone please confirm whether this is correct or not???
