I am paid via direct deposit and will be issued a T4 by the agency.
They are asking me to invoice the hours to them. I dont see the reason for invoicing because that makes me self employed (i guess so).
Well I have talked to the Sr. Manager and they term it as only internal and nothing to do with anything else.
They agree to write a letter with all the specifications demanded in the CEC employment status checklist.
This makes you an employee of the Agency and NOT the actual company that you work at.

So long as you make this clear in what you submit, you should be fine.

I have applied under the same process, and i have seen enough people being accepted and became PR when applying through a employment agency as a contractor. So you are eligible

I was working with a US based company and my direct manager is based on BC using his home address and cell phone...I was approached by him and he hired me to do work in alberta...the company pays him via wire transfers and he pays us via email money transfers..........no T4 issued and we paid our own taxes........... i was not incorporatd and i got hired over the phone and my direct manager in BC provided employment letter and supported that by transactions coming from the US company to him and email money btransfers coming to me.

now i am contracted to SHAW cable systems via an agency (SI SYSTEMS) i am currently incorporated and i have a small business but i work 40 hours a week at shaw for the last 10 months.

Yes the first experience you quoted , looks like it wont be acceptable under the CEC and no T4 is being issued ,so kind of self employemnt which would be rejection. So, what i think is that you should complete 12 months at your current postion and then apply for CEC with your T4 and NOA.

The first case, you were definitely self-employed and they were right to assess you that way.

The second case...do you work exclusively for SI Systems on a permanent, full-time basis? You say you are also incorporated - do you do any work on the side through your own business?

In the case where you have an employer but do most or all of your work at a client's place of business, you'll need 2 letters - one from your employer (the placement agency) and one from the client, since your employer does not directly witness the duties you perform. Your client letter doesn't have to have all details, but should include dates worked at their site, hours worked per week, and duties.

can you please explain in details your situation since you have been approved by CIC?
were you incorporated?which agency and how many clients did you do work for through the agency?
agencies don't issue T4 for incorporated staff so how did you do your taxes?

i used 2025 forms as per my accountant

This makes you Self-Employed. No shadow of a doubt.
