i will complete my course in august end 2023 i have a noc b job , my study permit will expire in november 2023 and i was planning to apply for pgwp in october 2023,
My question is will my work experience be counted since the day after i have given my final exams and done with college ?

No. Work experience will be counted from the day you apply for the PGWP.

It doesn't make sense to wait that long to apply for a PGWP given you then won't be able to work from the time you finish school to the time you apply for the PGWP.

Thank you for the reply and clarification
I have another question that is if i apply for pgwp in september after i recieve my completion letter will i get visa from september onwards or after my study permit expires then onwards that is november 2023

You should apply for the PGWP as soon as you are notified that you completed your studies. As a matter a fact the permit may take 3 to 4 months to be approve and in that time you would be totally legal to work. If you wait without applying, YOU CAN NOT WORK.

To your other question, the date on the PGWP is based on when the application was approved not when it was submitted. If you apply for the PGWP and work visa (TRV) in September at the same time, both will be approved at the same time whenever its approved. The length of the visa will also match the length of your work permit. So the start date (date the application was approved) and expiration date would be the same. If you apply for the visa after your PGWP was approved, the length of the visa will still expire with the PGWP. I hope this helps.
