CRS cutoff are currently at 470+
Of course. It is one of the 3 express entry programs, which is explained on the IRCC website.

Its not guaranteed that one will get PR just because of their Canadian work experience. They would need to go through language exam, evaluate their education, show that experience gained is skilled (NOC 0, A, B).
