Canadian Experience Class, temporary resident in Quebec

Hi,
I have a CSQ from Quebec and also received invitation to apply for permanent residence under the Canadian Experience Class. I am currently in Quebec.What should I do?
- should I apply for the second step of Quebec immigation? (processing time is more than a year)
or
- should go with Canadian Experience Class? (processing time is 6 months)

If you go with CEC route you will get a request to provide a letter of intent that you are planning to reside outside the province of Quebec.

If your explanation as well as proof provided does not convince the officer your application will get rejected.

OK, thanks. If it will be rejected my CSQ still will be valid for 3 years. Can I apply for Quebec immigration after rejection?
