I have worked for 1 year and completed more than 1600 hrs in a full time job. But i have 3 bi weekly pay checks where my no of hrs worked is less than 60hrs, since i work as telecommunications tech i dont get fixed amount of hrs, its a piece work. But rest of pay checks have more than 60 hrs which accomodates for those 3 pay checks, i have completed 52 weeks(12months) , am I eligible to apply as per the no of hrs of work is concerned?

You can only count a max of 30 hours per week. You can't use extra hours from some weeks to make up the shorter weeks.

Do i need to show my pay stubs even if my job letter says that i work 44 hrs a week?
It sounds very much like you are trying to ask if you can lie and count those extra hours. Be warned that this forum is not nice to people who ask how to circumvent the system and commit fraud.

You don't count total hours in a full-time job - full time is simply full time (30, 40, or 80 hours per week, it is just "full-time"). The hourly equivalent is given for part-time workers (fewer than 30 hours per week).

So - it sounds like you have 49 full-time weeks and 3 part-time weeks... (or some similar combination).

Can't really say how much extra you need to work without knowing exactly how many hours are on those 3 paychecks, but chances are one extra week would be enough.

You must meet the minimum entry criteria (MEC) at the time you receive the ITA. You can go ahead and submit the profile, but if you receive the ITA before you have fully met the 1 year minimum entry criteria (MEC), then you would be advised to decline and wait for the next ITA.

Started my work in canada on Sep 15 2016.Created EE profile on Sep 9 2017 and got invited to apply under cec on sep 20.
Later on realised that I need to complete 52 weeks but mine is 51 something which is close but don't want to risk it.So I declined the invitation.

Now I got back into pool and will accept the invitation in the next round.

My question is
1.Do I need to create a new EE profile?bcoz my current EE profile was created before completing my one yr of exp.
2.Do I need to mention abt my past decline anywhere
