I am qualifying for CEC, but my wife is currently studying in Canada with a student permit(She just came here).
Can I still apply to CEC? If yes, can she get the residency status with me?
Finally, would it take more time than usual if I apply with this situation?

You just include her as a dependent in your application, "read the instructions" You don't have a choice not to included her in the application. It will not take any extra time.

You could qualify for CEC but what's your CRS point? Did you include your wife when you did the calculation?
If you include your spouse in your application and you get an invitation, both of you will definitely get the PR
