The counter is currently 6,170 out of 12,000. On May 1, it will be 0 out of 8,000.
The NOC B sub-caps will almost certainly restart from zero, too, so if this affects you, wait until May 1.

The word "reset" strongly implies that the counter is starting again from zero.So, they will accept 8,000 applications between May 1 and the introduction of Express Entry, probably January 1.
If you think about it, this change does not amount to a reduction anyway. Under the old cap, they would have accepted 12,000 applications in 12 months; under the new cap, they will accept 8,000 applications in eight months.
