Hi I was about to send the application tomorrow but do I better send the application after May 1st???

Or it doesn't matter??

Not sure why it would make any difference to you?

The counter is currently 6,170 out of 12,000. On May 1, it will be 0 out of 8,000.

The NOC B sub-caps will almost certainly restart from zero, too, so if this affects you, wait until May 1.

Most probably i would send my PR application under CEC category May 1st or 2nd.

I am just wondering would there be any difference in terms processing timeline between may 1st application and april 19th application?

you guys have any thought about this?

There would be no difference in processing time. As far as we know, they are not changing any of the procedures for CEC applications on May 1. They are simply resetting the cap.

I would be eligible only around July. I would send earliest July. You think I've any chance of getting CEC? I'm under NOC A.

You should have a good chance. At the current rate (roughly 1,300 applications accepted per month) it should be October before the new cap starts to run out.

What is meaning of reduce the Cap?

6170 + 8000 ( reset) = 14170

Ultimately, they are going to increase cap of yearly or decrease.

If express entry is coming then treat as separate program and try to experiment. How they are more confident about their immigration system?

After all, they are following different country process.

The announcement does not say anything about the cap being "reduced". It is being "reset". And I don't know what that equation even is.

The word "reset" strongly implies that the counter is starting again from zero. So, they will accept 8,000 applications between May 1 and the introduction of Express Entry, probably January 1.

If you think about it, this change does not amount to a reduction anyway. Under the old cap, they would have accepted 12,000 applications in 12 months; under the new cap, they will accept 8,000 applications in eight months.

^ It now appears that the new cap is indeed a reduction, now that the ministerial instructions have clarified that the cap is for 12 months: May 1, 2014 to April 30, 2015. http://www.gazette.gc.ca/rp-pr/p1/2014/2014-04-26/html/notice-avis-eng.php

A maximum of 8 000 new complete applications submitted for the Canadian Experience Class will be considered for processing for the period of May 1, 2014, to April 30, 2015, unless otherwise indicated in a future Ministerial Instruction.

It says NEW COMPLETE APPLICATIONS from May-1-2014 to April-30-2015!
So it means they will accept a maximum of 8,000 NEW applications from that period.
Thus, from May-1-2014, everything will be reset to zero until 8,000 cap is reached.

They actually mentioned on a Backgrounder that this will be the last batch of applications to be accepted under the current system before the launch of Express Entry on January 1 2015. How come these caps run until April 30 2015?

"In all cases, applicants meeting the criteria set out in Ministerial Instructions are still subject to the Canadian Experience Class requirements and all other applicable requirements of the IRPA." Well, I think this now means that if an applicant is claiming work experience gained as a full time student or when self employed, that application will probably not be placed into processing. This is probably a good thing.

You will have to call the Minister's office and check with them on this :P

In all seriousness, we do not know all the details of the Minister's future immigration plans. Maybe Express Entry will commence in January 2015 or it won't. But what we can do is stop worrying about it now. If you are not going to apply anytime next year, don't even think about Express Entry :)
We will learn more about Express Entry as this year ends. Until then, let's focus on the current immigration system and make the most of it :)

It is in fact a reduction for a 12 month period. However, the overall cap will be reset and the counting will begin once again in May 2014. Since the sub-caps are covered under the overall cap, I'd think that the sub-caps will also be reset. We will know better in May 2014. Until then, let's just stay positive and hope for the best :)
