Canadian education qualification points for express entry

I have a question , so if I do a canadian degree/certificate 100% online (moved to online delivery because of covid), will that be considered as canadian education when i'm applying for PR ?

my ielts has been expired i got 2 refusal pf canada study visa i give toefl exam i got 95 point should i re apply my application can i get study permit with toefl
