Yes - if you're leaving Canada to stay in the Philippines for a year, you'll need to stop taking CCTB.

You have to inform the CRA when you leave so that they can stop payments. Failure to do so could land you into all sorts of trouble where they will claim back all amounts plus penalties and possibly interest.
