canadian child living outside canada with foreign mom

Hi everyone, i have some questions i hope someone can help me and my friend.
my friend was a temporary foreign worker who worked in canada for 2 years under lmo work permit. she didn't apply for pr yet. (baby never asked to come) she had a baby and her baby is canadian. Due to separating with her ex, and her work permit expired, she went back home and bring the baby with her with all of child's document such as birth certificate,medical card,sin number, passport, she didn't apply for child benefit because the mom is not pr or canadian and her work permit expired (it may take at least 3 months to process child benefit application) child support agreement and she got full custody.she wants to live with her child in her hometown.however, some people told her that she needs to contact with the government of canada if she take the canadian child living outside for long time. her ex doesn't have full custody, he also doesn't have a right to do any paper for her such as passport (she all did by herself after she got the court order for that stuff) and they approved canadian passport for her child (so they had her code in the system), so she didn't need a letter consent of traveling with children from her ex. what should she do in this case, how to contact and which number should she call/or email them? she didn't apply the OCI or citizenship certificate for her child because she didn't know about it until now. her child got 5 years passport. is it a limited validity passport?when she applied for her child canadian passport, all she need were birth certificate, child custody agreement and the court order to apply passport by her own, she got the passport after 2 weeks. her child has dual citizenship

Hi

As she has court-ordered full custody, she does not need permission from the father to do anything with the child and she most certainly doesn't need to contact the Canadian government.

A 5 year passport is standard, not limited validity.

thank so much. does she need to apply canadian citizenship certificate for her child? or birth certificate is enough?

The child doesn't require a Certificate of Citizenship.
