Canadian baby born outside of Canada to Canadian mother

Hoping someone can clarify.
Spousal sponsorship app submitted May 9th for father . Baby born May 23 outside Canada to Canadian mother . Baby qualifies for Canadian citizenship- have already applied for baby passport (should receive in 20 days ) & citizenship (should receive in 5 months)
We notified CIC of birth & uploaded a copy of the birth certificate for them, with covering letter advising of situation.
Just received an response from CIC advising we need to send new IMM 1344 Sponsorship form & new IMM 0008 with supporting documents . Why? Baby is Canadian citizen - is not being sponsored .

Did you include proof of the Canadian passport app or Certificate of Citizenship app?

We do have a receipt showing we have been to the Canadian embassy & applied & paid for both of these documents - we will try to upload today & ask why they need IMM 1344 & IMM 0008 submitted again.

UPDATE:
So we did upload the documents confirming passport & citizenship application submitted for baby - we actually have passport now (baby is Canadian)
We have recieved the same frustrating response - "A family member can be added at a later date - but no guarantee that request will be approved" - There are then 4 options to choose from, requesting new forms -all of them would be applicable to a child who is not Canadian
I don't know how to make them understand that the baby is not immigrating. They are Candian born outside Canada . It's like they didn't even read my note ! Can I simply ignore this response?

No, don't ignore it; that will most likely result in your app being refused. Reply again and include a copy of the child's passport and state in big bold letters several times that the child is Canadian and therefore doesn't need to be included in the app.

Canadian Citizenship certificate or Canadian passport is the proof of citizenship, logically anyone can apply for citizenship either all requirements are fulfilled or not and submission of applications does not guarantee approval, That's why they didn't consider your submitted applications. As your baby got passport there will be no more issues.

While they won't need new IMM 1344 and IMM 0008 forms, presumably they'll need a new IMM 5406 form as that will include your child whether it's Canadian or not?

Hopefully the submission of the baby's passport will be the end of this ! I was approved as a sponsor last week & my husbands file has been sent to Manila for processing ....I'm hoping that the case specific upload which included the baby's passport will get attached to the file ?
