It asks if is my results indicate that i have language proficiency in Canada's second official language at CBL 5 or higher.
Do i answer yes or no?
Canada's first language: English (assuming you speak English better)
Canada's second language: French (this would be the first language for you, if your French was better than your English.)
How well can you function in either language? Write down that CLB score.
CIC doesn't care what your mother tounge/native language us. All they want to know is how well can you use one or both of their official languages.

Also, to prove one's proficiency I'm English or French, one would need official test results for both the languages. IELTS /CELPIP for English and TELF for French.
