Also I was thinking, if C-6 rules come into force on July 1st, 2017. Should I wait and apply with new rules on July 1st, 2017 or should I apply with old rules on April 1st, 2017 ? Please advice Pros and Cons with either approach. This will be an important decision for any applicant with my scenario.

It is unlikely that C-6 will be implemented by IRCC by July 2017. My guess is more towards the end of the year.

As for pro/con. I don't really see a difference if you already qualify under the old rules. If you do, you likely will qualify under the coming new rules too (unless I am missing something major)

Thanks for your input. I guess I should apply on April 1st, 2017 to avoid any backlog that comes with C-6 implementation. There is no doubt that there will be backlog with new rules, I just want to avoid my application going into the big dump after waiting 4 years. It will be very interesting to see how the IRCC will come up to handle the huge volume of applications that come after C-6. They need to definitely consider and prioritize the applications who have been waiting additional year due to C-24.

Please advise how much time currently it's taking to process the citizenship applications in Winnipeg

Anyone from Winnipeg ??

Does the processing time vary from one province to other? Or all citizenship applications are processed in Sydney, NS?

Applications are processed in Sydney, however the final phase of the application, the oath appointment is done locally at each province or city. So being where you live can make a difference in processing due to limited number of citizenship judges available.

When does the application gets transferred to local office, is it during the Citizenship Test or during the Oath ?

Thanks for the clarification!

It is transferred long before the test. I think Sydney does mostly documentation and security checks and the local office handles the rest.

I completely forgot about the test. So it is transferred to the local office before the test is issued. However some people have gotten RQ after the test. Does this mean it is sent back to Sydney for further processing?

I don't know for sure, but I believe it stays at the local office. Usually, RQ after the test are for concerns over residency obligation. They will scrutinize the applicant's residency history. Security and doc check does not need to be done again.

Any comments on what will be the impact on processing times once the 3/5 rule comes into force ? Can IRCC maintain 12 months processing time for citizenship applications?
