As the name suggests: University category is exclusive for those applying for studies in any of the Canadian public universities.
However, if a first time study permit applicant from India, wishes to apply in 1 of the 3 universities participating under SPP India, then the applicant can apply under SPP even though he/she is applying to a university.

Applicants are allowed to apply only once under SPP.
General or Generic category are for the first time applicants either applying to all other colleges, those are not participating under SPP or not Unviersity and also for previously rejected, repeat applicants to any of the colleges (even those applying to the colleges participating under SPP).
Most Indian students, apply for PG cert./diploma courses in Business or related fields, and you should get admission to most of these college PG business programs for Sept. 2013 intake, provided you apply soon. However most skilled trades, career oriented practical diplomas/certificates are most probably full by now, and you will have to apply for the Sept. 2014 intake.
To apply under SPP, go through the college websites, participating in SPP, and select an appropriate program.
