Canada Visitor Visa got rejected for the second time.Need Help!

Hello,

My husband is staying in Toronto,Ontario, Canada for about 3months now(he went on work permit visa) and I am working in India. I want to visit him for a period of 15days for which I have applied for Visitor visa. When I applied for the first time my visa has been rejected with a message which said :

1. I am not satisfied that you will leave canada at the end of your stayas temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in canada and in your country of residence.
2. I am not satisfied that you will leave canada at the end of your stayas temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of visit"

After understanding this message I have reapplied my Visa this time with NOC certificate from the company, Payslips, Offer letter, Degree certificates, cover letter, invitation from my husband , marriage certificate etc. This time also it got rejected and this time the message read:

1. You have not established that you are the spouse or that you meet the definition of
common-law partner, as defined in the IRPR.

But I did submit my Marriage certificate as a proof .Not sure why this happened even after attaching all the required documents. Now, I don't understand what other documents to attach as I want to reapply for visiting visa.

Please Help!

This time, add picture evidences of the marriage ceremony between you and your spouse and other pictures snapped by both of you, inclusive with your marriage certificate. Add any other evidence that connects both of you.

You will get the Visa. Reapply.
