hello i want apply for canada visit visa ,but i have one confusion ,i already apply for work permit in 2013,but that is rejected because i am not submitted ieltes,

but now i mention or not i am already apply in canada

one thing more ,my mother have super visa ( canada) ,some day live in canada but now she is come back and live in pakistan,

My question is ,i mention in cover letter about my mother ,this point is best or not for me ,or this point help about home ties

Yes if u say she is travelling with you. Otherwise she being on supervisa doesnt really make ur case any stronger.
