canada visa approval in Abu Dhabi Candaian Embassy

Dear All,
i have 1 question if i will submit the application in abu dhabi for the vistor visa how will approvel or rejested the application in abu dhabi embassy or they will send the application to uk office and they will give final decison becasue some body told me they will submit the application to the uk canada visa office they will take final decison,
every thing upto them refused or approvel if approved the application then abu dhabi embassy put the visa sticker on the passport,
please any 1 know what is the proceducher the approvel the application,
