well the thing is each has its pros and cons. Dont just focus on PR think about other things too like fees , cost of living , job availability etc. What I am trying to say is for example what good is PR if u dont get a job and have to pay high living costs? In my opinion see where u get the best value for ur education. With express entry PR in canada has become a little difficult and unpredictable. This is not completely true. You need a company to sponsor you when you're starting a new job or switching one (ie have a certificate of sponsorship from a licensed sponsor). Then you can apply for a Tier 2 (General) visa valid for about 3 years with it, then renew before you stand a chance of applying for PR.
