Canada tourist visa

I have applied for Canada visitor visa on 22/10/2018
And status showing in CIC site your application was refused
But not any mail received from ambassy

I have applied for tourist(family visit) visa on 1.10.18. My tracking I'D is 20181001INICTRV74579
I Read a msg on 5.11.18 that my passport is returned after processed to vfs Delhi
How could I know that whether visa is issued or not
