Canada Temporary Visitor Visa (TRV) refused

My mom applied for temporary resident visa for Canada in Chandigarh and it got refused.

The reason for refusal

You have not satisfied me that you would leave Canada at the end of your stay as a temporary resident. In reaching this decision I considered following factors including
"Family ties in Canada or in country of residence"

My mom has visitor visa US for past 10 years and been to us 2 times already. Her other son is PR in Canada. she submitted her property , cash and pension documents earlier. We are planning to apply for TRV again.

My question
1) she didn't mention last time she is in CAN+. Will that help , is it enough change to reapply again.
2) Should she try again in India or Los Angeles, CA. I called los Angeles VSC, they said there is no CAN+

CAN+ is only to expedite processing a TRV/ submit fewer financial documents..... but it does not guarantee a TRV even if someone has previously traveled to the US/Canada

2) Should she try again in India or Los Angeles, CA. I called los Angeles VSC, they said there is no CAN+

Did you or your Brother send any Financial sponsorship documents or she applied base on her own funds?
