canada refusal twice

hello guys,

I have done my M.tech(ece) 67.68% -2014 and b.tech(ece) 70.03%-2012,+2-69.11%(2008),10th-86%(2006)
ielts score-7bands(l=8.5,r=8,w=6.5,s=6)
First time i applied for the jan-2016 session in lambton college,sarnia campus( PG diploma information technology professional)
refusal reason : proposed study not in light with previous study , academic score, language ability.
Second time i applied for the may-2016 intake in Conestoga college( graduate diploma in Embedded system developement)
refusal reason: proposed study not in light with previous study , academic score, language ability and purpose of visit.

can any body suggest me that i should apply for third time under S1 category or not and what is exactly S1 category?

The rejection is quite obvious. You have done your master's, why apply to a diploma in the exact field of study? Go for PhD.

so how come my friend who did masters from UK and had 13 backlogs in btech from INdia got visa. He did not mention any of his backlogs or marks . and another friend of mine was rejected for may intake. he applied again with same papers and same sop and added more financials got visa in a day from delhi. Its a mystery how visa officer judge and makes decision ?
It totally depends on luck and visa officer

i had 6 backlogs in B.tech and none in M.tech My classmate from M.tech applied for the same embedded program but he got visa in may 2015 intake
