I live in Windsor(border city) and permanent resident in Canada. Recently accepted to graduate school in US. Will I be able to commute with F-1 visa? I will be going to school twice a week.

How soon does your program start? The border is closed to all bus essential travel until June 30th. So you may have problems between now and then. After the ban lifts (hopefully it will end June 30), there shouldn't be any issue doing as you've planned.

Thanks, it starts August-September!

Ok but since I am not Canadian, I don't have F-1 commuter visa. Would F-1 visa itself would be ok to cross the border back and forth?
I only answered your question from a Canadian perspective. If you're looking to confirm this is going to be OK from a U.S. immigration perspective, you would need to post that question to a U.S. immigration forum.
