I have completed landing in the Sep 2012 with my family. I am planning to move by April 2015 permanently to Canada. i.e., It will be almost 2.6 years after landing, I will move permanently to Canada.

With changing immigration policies, will I have a hard time to enter Canada and live there and get my citizenship. Kindly advise.

When does the new Canada citizenship rule (4 out of 6 years) is active? However I am not worried about the new rule, since I plan to move for good in Canada. I am only concerned about the CANADA PR.

Any advise, would be helpful.
 
You should be here 2 out of 5 years in Canada to retain yr. PR.

After i move to canada, Is it mandatory to renew the PR after the expiry of the PR card and apply citizenship whenever i am eligible.
 
No - not mandatory.

Please would somebody advise me on this. I have landed in July, 2010 stayed there for 2 months than i returned back to my country. Am I still eligible to return back to Canada in July 2014 and stay there for good?

I appreciate your help.
 
You can enter Canada as a PR as long as your PR card is valid. Unfortunately, you stayed too long n your country, so you won't be eligible to renew your PR.

But I have heard from some people that many enter Canada with valid PR's (even though they aren't eligible to renew PR) and continue to stay here...

But on the papers and by law, you are NOT eligible to renew PR!
