They have made a statement on the CIC site today for this

i am waiting for my PR card and i am travelling out of country in september . i am planning to call them and ask them to send me the card via courier instead of holding it till the strike ends .

any idea which number i should be calling ? is it the regular CIC number we call for inquiries?
