Canada Police Clearance Question

I submitted my fingerprints to a background check specialist company right before I left Canada. At the time, we decided that they would not submit my prints to the Royal Canadian Mounted Police until I told them to because I had not even started my application. I am now back in my home country.

I am in the stage where I have to upload documents (after Invitation to Apply).

Should I tell them to submit my fingerprints, send me the certified Canadian criminal record check, and then upload it?

Is this how it works?

The official Canada website says that I need to wait until CIC tells me that I need the background check

The Canadian visa office will tell you if you need a Canadian criminal record check while your application is being processed. If the visa office asks you to complete a criminal record check, visit the RCMP website for instructions. You must bring:

Just wait till they ask.

It's better to upload the correct document when they ask.

Well my documents checklist says "Police Certificates (Multiple) (required)" so I guess they ARE asking for it

That 'multiple' is generic - does not apply to every applicant. In your case, upload the relevant PCC(s). No harm in uploading RCMP report upfront but not necessary.
