Do you think we all work for CIC, Niharika? Nobody knows what the eff is going on with CIC!!!
 
I'd say Yes and NO!
Depends how you see it. Have they sent 2407 invitations out ?
Yes!
Are (technically) these many people eligible to apply for PR ?
NO!

The third draw, I'd call as a "Correction Draw". CIC realized that the number of people invited under FSW didn't actually have an ECA which is a mandatory requirement of the FSW. Hence,they cancelled those invites from the first 2 draws and invited them under a CEC specific draw and added a few more people to make a substantial draw in the third number.

Hence, it is clear that :
1) CIC can make program specific draws( which they have already mentioned in the teleconferencing in December 2014.)

2) even if you have an LMIA or a PNP you better qualify for atleast one of the immigration programs with all the documents they ask for.

3) Do not worry if there can be 800+ applicants only between 818 - 808. that sounds not very realistic. Althought, if true, We're in for a very long wait! lolzz...

So, those who qualified under FSW and have anECA and IELTS are qualified and will be processed under FSW otherwise under CEC( as ECA is not a requirement under CEC).
if they do not meet CEC criteria even! then their ITA was revoked.

What is the basis for this information. They never mentioned before that they have revoked any ITA. And anyways, the applicant can get an ETA done within 2 months...
 
Application submitted on feb 2nd under fsw. Says review in progress.

No eca in profile. Its an lmia and working in canada. So dont get misled that they are cancelling ita that dont have eca.
 
I got invites under Federal Skilled Trade Program!

you wrong I got FSW 2 February and my email Friday night said was issued in error due to ECA and reset my profile to 60 days wiped my aplication and issued a new Letter I redid my aplication under CEC and submitted and was issued a AOR in 5 min

Exactly, ECA can be done within 2 months. Although its not even 2 complete months for EE to launch(considering January 30 was the first draw). A lot of people who applied within those 2 months had no clue of the ECA being mandatory as the EE system accepted their FSW profiles without ECA reports.
When CIC realized this glitch, they tried to correct their mistake asap.

However, those who have submitted their applications successfully under FSW without an ECA must get one asap. As and when a Visa Officer looks at your application they might request for it later in the process or even send the whole thing back.( You have no clue how merciless CIC can get sometimes!)

At fault or not, we all have to play by their rules and in order to get passed the red tapes you just have to be fully prepared and ready in every aspect.

And I am under FSW and I don't have ECA because I have Canadian education.
