I am an international student finishing a Bachelor Degree here in Canada next May 2017.
I already have a Bachelor and Master's from abroad.
Right now I sum around 430 to 440 points on the CRS. Not sure if I should apply right now the Express Entry and try to get a nomination from Sask. or Ontario while I am still finishing my degree.
I am really ANGRY at this liberal government right now!

If you have not graduated, then you are not eligible for any programs.
 
I have already a Bachelor and a MAster's from abroad lol.
Sorry, I have not graduated in CANADA> Still studying.

Plus the fact that processing more refugee applicants requires more staff ... a slow-down is expected for economic path. :(

Anyways you should explore your chances for PR.

Create a EE profile now, you can update it when graduate.

Check PNP programs if you can fit in one now or when you graduates.

Be prepare to apply ASAP, compile documents (Police records...)

Don't made mistakes applying for PGWP, be sure all documents (including institution transcripts and letters), forms and fees are OK. Apply as soon you graduate.

untill u know the number of backlog to be cleared, all is speculations. out of 24 draws in 2015 average of 1500 per draw not more than 36000 were invited. At least there will be more invitations in 2016 than this numbers.

Hopefully the prediction is not true. But if it is, hopefully he or she is right about no restrictions on NOC under CEC because that's what I will be applying under...

a more than 10% fall in FSW intake ... I simplistically assume that the lowest CRS score might edge up some percentile this year. We might not see the lowest score of 450 anymore ... :(
 
in 2015 FSW and FST were 51000 and CEC 23000
now both of the above is 59000.

I don't see it as a bad thing as it is possible to have less CEC this year? Do we have any indications on this?

By all accounts, FSW and FST are the ones that suffer the most from this. Remember, CEC is always given priority by IRCC
