Actually it's true. Canada has put a halt on LMOs (Labour Market Opinions) for certain occupations in the food services sector and has stopped issuing work permits for foreign workers in these categories. This halt does not impact post graduate work permits. Post graduate work permits are still being issued just as they were before.

they gave right for the student to work only 4 hours a day and a full time in the weekends

That`s ok, because if you are a full-time students, then you should pretty busy during the weekdays and don`t have time to do part-time job.

Not exactly. From June 1st Students would not need OCWP (Off Campus Work Permits) to work off campus any more. Instead they can use their study permits. If you check processing times on cic.gc.ca you will see that they are not accepting Off Campus Work Permit paper applications anymore
