Am just wondering if one is eligible for express entry application if he/she is already in canada.

Express Entry process application makes you submit an "Expression of Interest (EoI)". If you are eligible, you get an "Invitation to apply (ITA)".
Once you apply, the application is treated as an application for "Permanent Residence (PR)".

Unless you are a permanent resident or citizen of Canada, the express entry process is for you to become a PR of Canada.
