Canada anti terror certificate

Am shocked. i have someone in Canada by the name[ americanglobaltravelagencyltd@gmail.com].He told us to pay dollars 987 for the work permit, visa and ic to have a temporary work permit.
I told him no problem i will deposit the cash and for every document he should address me and the Canadian embassy for approval.
I have been getting the approval for this documents from the Canadian embassy saying they are genuine and i can work with him. His name is wentworth minott. Yesterday i got the immigration clearance and again saying i need to pay 1200 dollars for anti terror certificate for all Kenyans traveling to Canada as a visa requirement for Canada.
AM SHOCKED, is this emails really from the embassy and if so, how comes this certificate is a requirement. if not required, then who is in the embassy colluding with him to scam us. This thing need to be aired in Kenya.
i need to know if its a requirement to have the certificate or not.
i need to take immediate action.

My gut feeling is that you are being scammed... In fact, it may all have been a scam from the beginning.

You're being scammed by someone. I'm sure the email isn't really from the embassy. It's extremely easy to fake an email address.

Check the CIC for exact required docs. 99% of the time no extra docs are necessary that are not on the website.

In reference to what i had posted, scamwarners followed my case and this is what i got from them.
They helped me in showing how the email address for canadian embassy is been used by this guy by name wentworth minott.
Purporting his wife works with the Canadian immigration in Canada and her colleague is in Canadian embassy in Kenya.

"It is as I suspected, the email was actually sent from a website called emkei.cz that allows mails to be sent as if they came from any domain.

I would recommend that you contact the Canadian Embassy in Nairobi in person and print out all of the emails, including the one that you have just forwarded showing the headers to show them what is happening, as there could be large numbers of people who are being scammed in different countries using this technique."
