What school’s would have no application fee? You have to pay fee. You have to show $10k and want to pay first year tuition when applying for a study permit so paying an application fee should not be an issue. Google is great - college, choose province, and program. It will give the choices.
Try private colleges or universities. You can’t get around not paying for public schools. Private schools are easy to get into and cater to international students. But chances of study permit are lower. Again google will help. If you don’t want to research it, get a licensed consultant to do the work for you.
