Has anyone arrived to Canada and been asked about their "quarantine plan"? The assumption that all foreigners are high risk spreaders is dumb, since if you were to fly to Winnipeg from Minnesota, you'd be less of a health risk than someone flying to Winnipeg from Toronto or Montreal (both COVID hotbeds).

Yes, people are being routinely asked about this and you should make sure you can articulate your plan.

The assumption is not "dumb", it is there to prevent infecting Canadians you come in contact with because anyone can spread this - no matter where they are from. Nobody is exempt from this. Make sure you have a solid plan for quarantine so that you are not turned around.

1. If you don't like the Canadian rules, no one is forcing you to travel to Canada.

Yes, they do. Many provinces/territories, including Manitoba, have issued 14 day isolation orders for travellers regardless of the origin. Also note that there is no "assumption" about foreigners; returning Canadian citizens are subject to the same rules. There is nothing ridiculous about it.

You do have to self isolate if you come anywhere from Canada. My husband came from Vancouver to Winnipeg and had to stay at home for 14 days and someone came once to see if he was actually at home cuz otherwise there would be a fee and jail time.

Wow, how did they know he had done that travel? Of course if he flew they would know, but how would they know what address to check?

I am just frustrated by the quarantine because I live outside of Canada in an area hardly affected by COVID and wanted to visit to make arrangements for a future, subsequent and permanent move back, and the quarantine makes that impossible.

They ask you for an address and may check you are there and have remained quarantined. You can face monetary penalties if you breach quarantine.

If you're not prepared to quarantine, then now is not the time to travel here.

He flew back and they took his information and address and it's a requirement to stay home for 14 days, he was told to do grocery shopping online etc and not leave the house. When you drive to Winnipeg they also have check points at the MB borders, so only essential workers dont have to self isolate. And it doesnt matter if your country is hardly affected, you will come into contact with people on the plane/at the border etc who could potentially be sick so you MUST self isolate.
