Can you "work" as an unpaid intern?

We all know that as a visitor you cannot legally work in Canada.

My question is, would this exclude "working" as an unpaid intern.

The role has been advertised as unpaid (and no job would be available after the three month period).
The benefits are, less boredom while waiting for PR in Canada, learning about the Canadian job market, "putting in" rather than taking out.

So, what do you think? Better still, what are the facts?

Better phone CIC to make sure. An employer of mine once had a guy come in who was bored waiting for his work permit and we were told on strict terms that he was only allowed to watch and not touch anything.
