Well, I guess that is the only way to withdraw the application. Typically, it takes a month for CIC to respond to emails. If you have not received your AOR by then, they should be able to process your withdrawal request and issue you refund. If you have received AOR before they process your withdrawal, you can say goodbye to the fees.

I just do not believe in a withdrawal without the AOR. An officer has to take a torch, go to a warehouse and look for the indicated envelope.
Who is so smart to withdraw just a few days after it has been sent.

About 1% of applications is withdrawn and only about 5% of applicants go to this forum.

What can we say about refunds for god's sake?
Withdrawal is possible as long as CIC has not made a decision on the application (or till the time application is in In Process). Refund of fees is what is in question. You can get the refund before CIC starts processing the application. To be fair to CIC, once they start spending their resources on your application, they have all the rights to keep the fees.

We can say, "don't apply for CEC unless you really want it".

Once the AOR is issued, there are no refunds. It's not yet 'in process', in the sense of actively being worked on, but you're in the queue, and time and resources have already been spent on your application.

Prior to the AOR being issued, if you want the AOR to fail, you could contrive to have insufficient funds on your credit card when they go to charge you.
